The regional greenhouse gas initiative (RGGI) is essential to maintain funding for recurrent flooding.  All communities in Virginia are able to benefit from the funding.  At this time, RGGI is the only source of funds for recurrent flooding as the state has failed to provide funds for the flooding.  In addition, funds from RGGI can be used to benefit low income housing with energy efficiencies.  

RGGI is necessary for the Commonwealth of Virginia and must be maintained.
