Gov. Youngkin should not try to repeal a regulation that allows the commonwealth to participate in the Regional Greenhouse Gas Initiative, or RGGI. I am in favor of the RGGI, because it allows for a cap on carbon dioxide emissions from power plants and supports energy-efficiency programs for low-income Virginians and the Community Flood Preparedness Fund. 

Staying in the RGGI sounds like a positive for Virginia and the region to me.
