RGGI will be devastating to VA consumers and businesses

The road to hell is paved with good intentions. RGGI will create an unreliable power grid since reliable thermal energy generation will be replaced with unreliable wind and solar energy. Energy prices will necessarily explode higher. Wind tends not to blow when energy demand is highest, when it is very cold and very warm. Wind power operates between zero and 100% of capacity...and at 32% on average. When the wind is blowing very hard, wind turbines turnb off to prevent damage to the generators....Solar energy is limited and operates at just 12% of capacity, there is no solar energy at night, less in winter.....if you rely more on wind and solar, and there is no wind and it is at night...what do you do? Just look at California.....the highest electricity prices in the United States, an over reliance on solar energy, and they import 35% of their power at night from neighboring states......RGGI is bad and VA should say no.
