This is another way of discouraging voting, similar to the poll tax and other methods of intimidation.

These methods prevent the less educated and less wealthy people from  taking part

in their constutionally protected right to vote.  We should not be surprised.  It has

gone on for hundreds of years.  We must continue to help people participate in

governing.
