Do not cost people and organizations time and money by setting  the stage for more law suits. 

Individuals with handicaps that prevent clear writing mightke be disqualified.

I have never had legible handwriting because of a handicap.  Then I had a stroke that impacted my muscles.

What about people who can not write because they never learned the skill?

Last but not least-what about military in stressful situations?
