The NOIRA document does not go into particulars of how the current regulations for private child-placement agencies don't adequately promote the welfare of children. We as residents of Virginia have a right to know why and how the guidelines would specifically be changed. In the interest of governmental transparency, please give the general public a line-by-line comparison of old versus newly proposed changes. 

Another comment period will be necessary after this crucial step is taken.
