The rules are mostly about genwral sanitation requirements that control the spread of many communicable diseases.  Regarding the masks although there is no enforcement from the state at least a customer has the law on their side when asking an employee to put their mask on.  The anti mask mandate crowd is also the anti mask mandate crowd and they are shouting down the true majority who actually agree with these rules being kept
