This, like other ridiculous firearm regulations only affect law abiding citizens. Criminals do not respect the law and aren't likely to even know of the existence of the regulation, much less obey it. Who and what parties exactly is the regulation intended to protect or save? This is just another veiled disarming of decent law abiding tax payers whose only intent is to protect themselves and their families. Meanwhile, criminals will carry weapons when and wherever they please.
