This is a solution in search of a problem.  VA concealed carriers undergo State approved background checks and are not a threat.   There is no evidence of a licensed concealed carrier committing a gun related crime in any State executive office. None.  If background checks are your solution to reducing crime then honor your Virginia background check process.
