This regulation violates the Virginia Constitution. This also exceeds rule making authority by the Executive Department of the Commonwealth of Virginia.
This regulation destroys a self executing right clearly defined in Section 1, section 13 of the constitution of Virginia. The proposed regulation clearly exceeds the rulemaking authority granted to the executive. The regulation clearly violates the legislative power of the Commonwealth (General Assembly) intent which defined the areas where concealed weapons were prohibited in the Commonwealth.
