Collectively depriving individual members of the public of a Constitutionally recognized natural right on publically owned property without just cause or due process of law is an abuse of authority to say the least.  Plato's Republic described where this leads; Washington's Farewell Address warned of its causes and consequences.  Too bad the governor and his party are apparently incapable of understanding history.
