There is no way to document that any government action (law, regulation or EO) resulted in an individual living or being uninjured.

You cannot prove a negative.

The EO50 regulation will have no positive effect and, for this reason, I oppose it as a waste of the Commonwealth's resources.

I request a public hearing at the proposed regulation stage.
