Disarming good citizens, who are the only ones likely to obey the state-agency gun ban, does not make them or others in the gun-free zone safer.  It invites troublemakers by guaranteeing them minimal opposition.

The General Assembly has not given the governor legal authority for this regulation; it should not be approved and the emergency regulation should be withdrawn.
