withdraw from RGGI

The reality is, unless other large pollution countries commit to the same economic and energy independence/production consequences of our climate initiatives, nothing is going to change. China produces twenty seven percent of global emissions with the US at 11%. EPA puts Electrical Production at 25% of our 11% emissions. RGGI will cause energy costs to go up which will then be passed on to the average citizen.

RGGI only affects 12 states so what purpose does this serve in the grand scheme of things? The largest producers of greenhouse gases are Texas and California by a large margin. New York is the highest polluting state of the 12 states at 9th in the country. So we get higher energy costs for what? RGGI will not make a dent in the global perspective of the problem.
