It's seems to me, that all taxpayers want to protect Virginia from environmental factors. 

If RGGI has only marginally helped those with flood damage, and been a burden, I can definitely see a reason to revisit.

However, a Governer appointed Air Pollution board will not have the rigorous means or wherewithal to replace this initiative that is so obviously desired by the people.

Where is your solution to put something more effective in place? Do you also not care about Virginians affected by flooding and other environmental disasters?
