The Virginia Chamber supports regulations that are environmentally safe and economically sound.  However, we cannot support regulations devised to create unnecessary barriers to commercial or recreational use of our waters or whose goals cannot be achieved through reasonable compliance.  For these reasons, we request that the State Water Control Board deny the petition to regulate commercial fishing vessel pump water as a point source pollutant.
