The discharge from the commercial menhaden fleet, which contains nitrogen and phosphorous is an obvious point source for the beginning stages of eutrophication (which creates dead zones). The amount of monitoring to every discharge and point source going on in every tributary of the Bay to reduce the amount of nitrogen and phosphorous has required changes to most business practices, and the commercial menhaden fleet is no exception. They should be required to dump their 'pump water' in the Atlantic Ocean, during an outgoing tide, outside of the demarcation line which separates the Chesapeake Bay from the Atlantic Ocean.
