The following manual language/expectation needs removed: assessment for eligibility of TCM must be completed in the home by a case manager.  Currently, BI case managers do not enter client homes until they have determined it is safe to do so. Safety is a priority and home visits do not happen, typically, until a client has achieved eligibility for services and Active client status. The in-home assessment requirement needs reconsidered please.
