The Virginia Transportation Construction Alliance (VTCA) represents over 285 transportation contractors, aggregate producers, consultant engineers, suppliers and service providers who design, build, and maintain Virginia’s transportation network. VTCA’s Aggregate Producer members account for 93% of all the metal/nonmetal mineral production in the Commonwealth.  

 

Nonmetallic minerals (aggregates) are a basic essential to everyday life for Virginians. The aggregate produced by VTCA members is used for infrastructure construction, home and building construction, agricultural uses, industrial uses, pollution control, erosion control and in consumer products to name a few.

 

It is the position of the Aggregate Producer members of VTCA that the Virginia Pollutant Discharge Elimination System (VPDES) General Permit Regulation for Storm Water Discharges Associated with Industrial Activity [9 VAC 25 ? 151] be retained in its current form.

 

 However, if the Department of Environmental Quality, pursuant to this review, determines it necessary to open a formal review of the VPDES GP Regulation for Storm Water Discharges Associated with Industrial Activity [9 VAC 25 ? 151], VTCA and our Aggregate Producer Members request to be included as part of any stakeholder involvement and/or advisory committees.
