Reason: The Virginia Board of Education is withdrawing the proposed stage of its comprehensive review of the Regulations Establishing Standards for Accrediting Public Schools in Virginia (8 VAC 20 131). The Board originally approved the proposed stage October 24, 2013, and the action has been undergoing executive review since. In the meantime, the General Assembly approved legislation related to accountability and accreditation, including eliminating five Standards of Learning assessments, moving towards local alternative assessments, and modifications to the A-F grading system, among others. Further, the Standards of Learning Innovation Committee was created and charged with providing the Board of Education and General Assembly with suggestions on changes to the SOL assessments, authentic individual student growth measures, alignment between the Standards of Learning and assessment, and ideas on innovative teaching in the classroom. Finally, the Board has articulated its intention to explore revisions to the state accreditation system. The Board will be studying whether and how to incorporate growth, acknowledge progress in closing the achievement gaps, create additional gradations of accreditation, provide multiple-year accreditation designs, and increase flexibility for high-performing schools, as well as other appropriate factors.
Given the myriad of factors influencing the Board’s revisions to the state accreditation system, the Board intends to propose amendments at a future date, with consideration of the actions and recommendations of the General Assembly, SOL Innovations Committee, and its own wishes for multiple criteria for accreditation. The Board intends the move forward with amendments to the Regulations Establishing Standards for Accrediting Public Schools in Virginia in 2015.
