This regulation should clarify what happens if a candidate changes there address while a petition is being circulated. Are only signatures obtained while the address on the petition matches the address in the voter registration valid? If so, does that cause a portion of the petition to be accepted and a portion of it not to be accepted? That would be inconsistent with the rest of this lest that determines if a petition, in its entirety, is allowed. Instead, for clarity, the, requirement should be "The candidate's residence address provided on the petition does not match the candidate's voter registration record at the time the circulator signs the affidavit;"
