Opposed: The primary advantage to the Commonwealth is that these regulations are being revised to reflect the importance that Virginia places on ensuring the regulations are the least burdensome and provide protection to the citizens of the Commonwealth.
How does having so many different licenses make this less burdensome? How are we protecting the public with so many different licenses? The public is confused enough when needing to hire an OSE without adding all these different levels of journeyman and master. This might work for wastewater operators but not for soil evaluation and design. A journeyman is someone who can carry on one's trade independently, does not necessarily require formal education. An OSE is part of a profession: a paid occupation especially one that involves prolonged training and a formal qualification. Keep or increase the educational requirements and years of experience. Simplify the regulations, do not make them a bureaucratic jungle. The board should have one license for soil evaluators. We should not even be under the WWWOOPS Board. .
