It does not seem reasonalbe to change the requirement for answering questions on the voter application form that are marked with an asterisk. It is necessary to make the questions regarding citizenship and felony conviction very plain and easy to understand. Checking a box means that the applicant has to make a POSITIVE action to affirm that he is a citizen. And after a felony conviction, he must positively affirm that he is now cleared to vote.
I do not understand why this is so hard to do! We all want our elections to be as honest as possible, so please do not make it easier for voter fraud to happen!
