Title 12, Agency 5, Chapter 412 places unnecessary burdens on small health care facilities which are necessary to community health.  As it is written, it will cause many facilities to close as they will be unable to comply with extreme and unnecessary regulations and will disproportionately affect those most in need of services.  Smaller facilities such as Planned Parenthood are used by families and individuals who do not have access to HMOs; Title 12, Agency 5, Chapter 412 will hurt the poor the most.  Additionally, closing these facilities will increase the burden on an already overloaded hospital system.
