I work for a gentlemens club in VA. I think that there is nothing wrong with letting these ladies stay topless.  It has done nothing but help out our business.  We have actually had less incidents. There are fewer incidents of guys leaving the state of Virginia and heading to other states like Carolina to enjoy themselves.  It seems to me that we would want to keep people happy and spending money in Virginia.
