A streamlined and less burdensome endorsement process is certainly needed and appreciated! The document reports "Eliminates A(7) as providing an affidavit of having read the laws and regulations is a pointless requirement that serves no function." There is purpose and necessity in a licensee being fully aware of the laws governing the practice counseling for which they will be held accountable to. There is "function" (accountability & public safety); and maintaining this language should be reconsidered.
The document also indicates "Inserts a new A(6) that requires an official transcript documenting the applicant’s completion of a graduate degree program. This is to satisfy the educational requirement in Virginia and is a reduction of what used to be required in subsection B." Inherit in an individual being licensed as an independent practitioner, presumes they hold a verified Master's degree. Adding a requirement to provide an official transcript appears to be an unnecessary administrative burden. If educational requirements are not assessed as 'met', there is still a pathway via the Compact (public safety is therefore not enhanced through the proposed measure).
