NO TO DEQ APG578

No to DEQ APG 578.  This is an unwanted and misguided policy change. DEQ and the Commonwealth have much better solutions then to allow data center diesel generators run beyond true emergencies.  This policy change rewards failure and puts many Virginians with chronic disease at further risk.
