I largely agree with the proposal but strongly oppose the continuation of OWD. It places an undue burden on families and EORs, forcing us through a labyrinth of unnecessary documentation. Being an attendant is a tough, underpaid job, and it’s no wonder that people opt for higher-paying positions with benefits at places like Target. DMAS is fully aware of the provider shortage yet fails to address it in any meaningful way. Their inaction, combined with their suspicion of families, makes it feel as though we are being treated as if we are trying to defraud the system. In reality, most families are simply in survival mode. Without providers to deliver services, these waivers are nothing more than an illusion—fragile and unsustainable.
