If commercial boats have spotter planes to spot bait on the surface of the water, we can then acknowledge the top half of the water column is the main focus and target for the commercial vessels, deep seines then become unnecessary and dangerous for other marine life foraging on this bait as well in deeper depths unseen from the plane or commercial vessel.
