11VAC20-30-90(J) "....if an operator is administering a qualified organization's poker tournament, then the charitable host representative must be physically present during the entire duration of the tournament..." needs to be stricken.
The reason charities will hire operators is because they themselves do not know how to run a poker tournament. Requiring a volunteer to be present during a tournament which could easily last hours and hours is overly burdensome and does not make sense for the charity volunteer(s).
Once again, the authors of these regulations have no clue about how a tournament is run and how much work is involved with running a charity by volunteers.
Why AGAIN make it more difficult for the charities to raise funds?
