The RGGI inserts the government into the market place in the hopes of avoiding theoretically predicted harm due to man's impact on global warming.  RGGI does, truly and not just theoretically, increase the cost of energy and thereby the cost of living.  If causes much harm in the short run while hoping to avoid what theoretical models predict will happen without RGGI.
