RGGI is a bad idea. Virginia Power generators, and most power generators are naturally moving away for carbon fuels as it makes sense and as technology supports. RGGI is costing Virginians higher energy costs for no good reason. Meeting RGGI guidelines does not reduce the amount of greenhouse gas emissions.
