Emergency generators should only be for emergency use. 

For the short term, the power company can get a much cleaner and safer larger scale diesel or nat gas generator and connect that to the grid. 

They can install solar on their roof, if summer is the biggest problem. That's the most sun. And, can be installed in days/weeks. They can have it installed before summer heats up. 

If more electrical generation is needed long term, then build nuclear plants.
