The solution to a self-created problem cannot be a solution that further harms the environment.  Please do the required analysis to determine how extended use of diesel generators affect the environment before relaxing the standard.  

Further, how about requiring the franchise owner to add supply capability without having the ratepayers foot the bill for these for profit ventures.
