For-profit businesses, like pet stores, should be held to at least the same standards as municipal and non-profit animal shelters. To have any meaningful effect, The Virginia Department of Agriculture and Consumer Services needs to strengthen its proposed standards of care for pet shops and impose meaningful penalties for animal welfare violations.
