Pet stores that sell any sort of pets should be held to the same standards/inspections as shelters as far as care and treatment of the animals.   Failure to comply should result in at least the same fines/penalties a shelter would face.  Additionally since, they are purchasing animals for resale they should be held accountable regarding the "source" of the animals)
