This appears to be a clear, responsible and responsive change to a failed policy.  With all of the classic works currently being kicked to the side in the schools system, and the corresponding dilution of literary achievement in our school system, it seems to me to be a most reasonable interpretation of the rights and responsibilities.  A neutral comment:  continuation of the current practices almost inevitably leads to increased impetus for a vastly expanded charter school option...
