I agree and support the proposed change, counting income of the ineligible immigrant. Household income for each family should be treated uniformly across the board and not the "pro rata" formula for immigrant households. If a client applied for SNAP with her three children and has a distribution charge she is not eligible for benefits but her children are yet all of her income is counted and the "pro rata" formula does not apply to her family. This sometimes makes the family ineligible penalizing them as the system counts all income but only looking at a household of 3 versus 4. All program policies need to be consistant.
