The RGGI allowance auction tax program is very unpredictable and volatile. This will be especially true as Virginia rapidly increases its reliance on intermittent and unreliable renewables mandated by VCEA. The implication that Virginia currently has a dirty economy is dishonest and laughable. Virginia under the RGGI will follow Europe in suffering from renewables-driven electricity price volatility.
