I strongly support Virginia's withdrawal from the RGGI. The carbon tax it imposes on Virginia's utilities, which they then pass on to Virginia consumers, is a totally unnecessary tax burden on Virginians. Participation in the regional agreement also seems unnecessary because Virginia's energy companies are already transitioning away from carbon fuel sources, and it does not appear that participation in the regional agreement has accelerated that trend. Thus, it appears to me that participation in the agreement involves a significant financial burden on Virginians and confers no meaningful benefit.
