The Virginia Attorney General's Office has already issued an opinion (08-043) that open carry can NOT be banned in State Parks and State Forests, except by the General Assembly. The opinion states that the "common law right to openly carry a firearm long has been recognized."

Please conform the proposed regulation to state law and allow both concealed and open carry of firearms.
