Goals of Regulation Through the Virginia Department of Health Beach Monitoring and Notification Program, funded by the U.S. Environmental Protection Agency BEACH Act Grant, the commissioner issues and lifts beach advisories and beach warning for public beach water. Regulation provides continuity of public notification whenever there is a higher risk of illness when swimming in public beach water. Beach advisories are issued when samples are equal to or exceed the Beach Action Value (BAV), required pursuant to the EPA BEACH Act Grant, equal to 104 enterococci cfu/100 MPN in saltwater and transition zones; and lifted when samples are below the BAV.
