Description The purpose of this regulation is to establish a state-funded project to provide financial assistance and employment services to needy two-parent unemployed families in the most economically depressed areas of Virginia. The project will provide aid to families who are currently unable to qualify for aid under the federal Aid to Families with Dependent Children program.
