Police cannot be everywhere, plus they do not have the legal duty to protect individuals in a state forest (or anywhere else)...citizens must have the option to legally carry firearms to protect themselves--because criminals, by their very nature, already carry firearms (or other weapons) in violation of the law.
Warren v. District of Columbia, 444 A.2d 1 (D.C. Ct. of Ap., 1981), states: “fundamental principle of American law that a government and its agents are under no general duty to provide public services, such as police protection, to any individual citizen.” The court ruled that the state has no duty to provide public goods, thus the police have no obligation to protect and thus do not even have to come to your assistance.
Deshaney v. Winnebago County 489 U.S. 189 (1989). A State's failure to protect an individual against private violence generally does not constitute a violation of the Due Process Clause, because the Clause imposes no duty on the State to provide members of the general public with adequate protective services.
