I understand the proposed regulations will revise the Voter Registration Form by removing the sections requiring the applicant to attest to his/her status as a citizen of the United States and as not having been convicted of a felony or adjucated as incapacitated.
My understanding is that these attestations are required by both the Constitution of the Commonwealth of Virginia and by Virginia statute.
Neither regulations issued by an agency of the Commonwealth nor any order by the Governor of the Commonwealth can override valid statutes, let alone the provisions of our Constitution.
The proposed regulation should not and cannot, legally, modify the Voter Registration Form.!
