I support amending 18VAC150-20-120(2). Franklin County Humane Society has helped thousands of animals in our area. The number of unaltered animals is overwhelming and without having veterinarians to help spay and neuter, the numbers will continue to increase and shelters will continue to have numerous pets surrendered daily. Please help us help these animals.
