Include Exception when Necessary Due to Medical Fragility
 

I am concerned about the decision to begin in-person visits for DMAS DD waiver recipients, like my child. Any change in policy should include an exception for people with documentation of medical conditions to continue virtual visits. That is almost certainly required by the ADA and Section 504 of the Rehabilitation Act.

My child is at very high risk if he contracted Covid. In addition to having developmental disabilities, my child has multiple medical conditions placing him at very high risk of both getting Covid and of enduring it and being treated. One of the conditions results in the suppression of my child’s immune system. A second medical condition also carries a higher risk of Covid and people with that condition are routinely treated with great care and are known to be at higher risk of illness. Developmental disabilities also interfere with treatment. Even keeping an IV in is extremely difficult; my child tries to remove it. So, he is (1) at greater risk of getting Covid due to medical conditions and being immune-compromised, (2) greater risk of being harmed by it and being hospitalized (due to medical conditions), and (3) greater risk of not being able to do what he needs to do to recover (both because of medical conditions and the developmental disability).
