RGGI is a highly effective initiative that responds to the urgent reality of climate change. It would be a huge mistake for Governor Youngkin to persist in his plan to withdraw. He should, instead, focus on utility rate reform. We are paying high rates to Dominion because of its undue influence in Richmond.
