It is my understanding that the purpose of the BTRO is to insure fairness and safety throughout the Towing Industry and general public. The board is proposing unecessary fees and equipment  requirements for the towers which will ultimately dwindle down to the customers. The towers will be forced to charge customers much higher rates in order to compensate for the BTRO's requirements.
