Support Case Managemnet and Provide Capacity Building Incentives
 

DD-ID Case Management

  • Reimburse $326.50 to Community Service Boards (CSBs) for all case management (Support Coordination) provided to the Developmental Disability Waiver and Department of Justice (DOJ) Medicaid covered population for the duration of this program based on the increased costs for technology and personal protective equipment.  In 2016, the Medicaid waivers for developmental and intellectual services were combined; however, the case management rate for DD Case Management was not increased to the rate of Intellectual Disability (ID) Case Management.  By Code (12VAC30-455), CSBs are the only ones who may provide DD Case management.  With the Department of Justice (DOJ) Settlement Agreement, the Case Management responsibilities for assessment, reporting, auditing, and frequency of visits have significantly increased.  Additionally, the education level and training for Case Management have increased, causing difficulty with recruiting, and retaining Case Managers.  (See 12VAC30-50-455 for more information regarding qualifications and training).  In order to continue to provide services during the pandemic, there have been increased costs for technology and personal protective equipment for services to continue.

 

CAPACITY BUILDING INCENTIVES for Waiver Services

  • Community engagement is a high demand service with few providers and, this service was stifled by the pandemic.  Provide start up or re-start funding to providers, prioritize development of community engagement programs that plan to operate on the evening/weekend hours.
  • Small group Day Support (ratio) and community engagement is in demand to support individuals with community engagement post pandemic.  Many individuals have been in a protective state of social isolation and during this time community engagement skills and confidence has eroded.   Fund limited-time one-to-one and small group day support rate increases during the gradual return to services.  Provide customized rates through simple process of justification for providers to support individuals post pandemic who would not otherwise qualify for one-to-one rates.
  • Prioritize Employment First investment by incentivizing transition from Day Support to Employment in a time limited, 12-month programs who are focused on discharging to employment. 
  • Distribute needs-based grants to providers in support of with Federal HCBS guidelines, i.e. support modifications to floor plan layouts or increased community activities for individuals with insufficient income)
  • Support the development of a standardized core training program offered free of charge to public behavioral health and developmental services employees to be certified as a Direct Support Professional (DSP), Qualified Mental Health Professional (QMHP) Qualified Intellectual Disability Professional (QIDP), or Peer Recovery Specialist
